I think I was this little scrapper--so determined at that age to be pretty and fit in--great write!
I like the "blackout eyes", perfect for post-war Britain.
The girl in the photo is a knockout. But she is young and likely doesnt know it yet.
i think she's on the right track - pretty's best accomplished from the inside out, right? (least, the other way never worked for me)
Good line break in the second stanza with "ugly" and interesting use of personification there.
Your poem works with or without the photo. With it "black-out" haunts in a war-world way, and it is the ugly bombed-out world that seeps through her skin so that perhaps her clothing is part of the spell she chants. I imagine she is clicking her heals as in "There's no place like home."

Very interesting photo. The poetry works well with the image. She does have a bit of a tough looking exterior with the hint of hidden beauty.
It must have been a difficult place to live in, burnt-out England, no matter how much the photographer has tried to romanticize the bomb sites. Takes determination to decide to be pretty in a world like that.
